We welcome the 2025 Judging Panel and thank them for taking time to assess entries to this year's awards. 


Our panel of Judges total overall AuM under ownership, management, and advisory of over $1trn+, making the Insurance Investor | North American Awards the most credible awards in the North American insurance asset management sector and the Finalists and ultimate Winner the stand-out organizations in their Awards category. To ensure the Judging process is fair to all nominees, our awards process is as follows:

  • All Judges are invited by Clear Path Analysis to take part and none have paid for the right to be included as a Judge
  • Judges assess entries independently of each other using an industry leading awards assessment platform to score each entry
  • All entries are carefully anonymized without any substance in answers being deleted, so Judges evaluate entrants on their submissions alone and not based on prior knowledge or perception of an individual entrant.
  • Judges are not informed which organizations have entered the Awards until the Finalists are announced. No Judge is informed of the winner until the announcement at the awards ceremony.
  • Judges will not be informed which organizations didn’t make the Finalists shortlist
  • Entries are assessed on a scale of 0 – 100, with 100 being the highest mark achievable
  • Scoring guidelines are: 1 – 25 (poor), 26 – 50 (interesting), 51 – 75 (excellent), 76 – 100 (market leading)
  • Judges are prohibited from, and have agreed to the requirement to, not discuss their scores, either with other Judges or external persons

Ken Hockstein
Senior Insurance Portfolio Manager
Voya Investment Management

Ken Hockstein is a senior insurance portfolio manager, acting as a liaison between Voya Investment Management and the U.S. insurance company clients in the management of assets for Voya’s proprietary general account as well as Voya’s external insurance clients. Previously at Voya, Ken was responsible for managing alternative investments for Voya’s general account. Prior to that at Voya, Ken held various roles including head of credit risk analytics, portfolio manager and research analyst. He earned an MBA from Emory University’s Goizueta Business School and a BS in economics from the University of Delaware. He is a CFA® Charterholder and holds the Chartered Alternative Investment Analyst® certification.

Sean Saia
Investment Director Custom Income Strategies
Loomis, Sayles & Company

Sean Saia is the investment director for the custom income strategies group at Loomis, Sayles & Company. In this role, he supports the growth and retention of the team’s assets. Sean joined Loomis Sayles in 2021 and has 26 years of investment industry experience. Previously, he was at Goldman Sachs, first as a vice president and senior lead portfolio manager, and later as a vice president of insurance sales and client relationship management, responsible for developing relationships, servicing and introducing strategic solutions to the firm’s clients and prospects across multiple insurance sectors. Prior to this, Sean was head of insurance asset management at Dwight Asset Management, serving as a fixed income portfolio manager and head of the insurance team. Earlier, he was a senior vice president and senior portfolio manager for fixed income total return and stable value accounts at Dwight Asset Management. Sean earned a BS from the University of Vermont. He is a founding member of CFA Society Vermont.

Eric Solfisburg

Eric is a Principal on the Direct Credit Investment Team at Hamilton Lane focused on solutions for insurers. Prior to Hamilton Lane, Eric was Head of Investment Product Consulting at MassMutual, responsible for the investment aspects of their Institutional Insurance business. Preceding MassMutual, Eric was an AVP at State Street Global Advisors and began his career at P-Solve in various capacities as an investment consultant, senior analyst, head trader, and portfolio manager focusing on asset / liability management for financial sponsors. Eric received a B.S. in Business Administration from Babson College. He holds the CFA, CAIA, CLU and ChFC designations.

Mark Yu

Mark is Head of Enterprise Capital Strategy at NEAM, Inc. and is responsible for delivering insurance asset allocation, capital management and advanced risk analytics to our global clients. He joined the Firm in 2012 having been a Senior Risk Manager within the Governance and Strategy team at AIG Enterprise Risk Management. Prior to working at AIG ERM, he was a Senior Vice President and Treasury Director within the Group Capital Management division of Swiss Re. Mark holds a Bachelor of Arts from National Tsing Hua University in Taiwan, an M.S. from the University of Iowa, is a Fellow of the Society of Actuaries, a CFA Charterholder, a Financial Risk Manager, and is a Member of the American Academy of Actuaries. He has been employed in the insurance or investment industry since 1999.

With over 30 years of experience, John has spent much of his career at Prudential in asset & liability management focused on a diverse set of insurance liabilities including Pension Risk Transfer, Term, and Indexed Universal. John co-developed the pricing structure for the two largest US pension transactions – GM & Verizon. John earned his B.A. in Economics from Rutgers University and his MBA from Columbia University. He is a CFA Charterholder.

Brian Butchko

Senior Vice President, Head of Global Portfolio Management, Investments, for RGA Reinsurance Company. In this role, he oversees the management of all RGA’s investment portfolios and RGA’s team of portfolio managers and analysts. He also acts as the investment management product liaison with RGA’s product development groups, devising strategies and identifying assets to fund both new and existing product liabilities. He is also responsible for identifying underutilized assets and asset classes to drive the creation of new products and enhance the performance of existing products.

Todd Campbell

Todd M. Campbell is the CEO and President of Builders Insurance Group. Builders is an A IX rated group of four insurance companies based in Atlanta, GA. For the last 20 years, Mr. Campbell has been a chief executive officer leading insurance enterprises, both carrier and MGA, in America and UK/Europe. He also practiced law for ten years with a particular focus on M&A and legislative and regulatory affairs for insurance companies, insurance trade associations, and healthcare companies. He concluded his law career as a partner at one of Atlanta’s largest law firms before leaving to lead his first insurance company.

Ruth Farrugia

Ruth joined Resolution Life as Chief Investment Officer in September 2024. Previously, Ruth worked at MetLife for 13 years where she held a variety of Investment roles, most recently as Global Head of Insurance Asset Management. In this role, Ruth was responsible for the execution of investment strategies for the MetLife general account and development of strategic solutions for insurance company third party clients. This included management of multi-strategy portfolios across public and private assets, market strategy as well as insurance advisory services. Prior to this, Ruth held a variety of roles within the Investments division including Head of EMEA Portfolio Management and Head of Investments for Western and Central Europe. Before joining MetLife, Ruth spent ten years at Gordian Knot Limited, a London-based fixed income asset manager specializing in investment grade credit. At Gordian Knot Ruth held several roles from structured finance credit analyst to senior portfolio manager. Ruth holds an LL.D. (Doctor of Laws) from the University of Malta, a Masters in International Commercial and Shipping Law from the International Maritime Law Institute (United Nations) and a Master of Philosophy focused on Banking, Corporate Finance and Securities Law from the University of Oxford (Pembroke College).

Xiaowei Han

Xiaowei Han joined TIAA as the Head of ALM in February 2019, where she leads the asset liability management function. Her team focuses on liability-driven investment strategies, interest rate risk management, economic capital framework, dividend optimization, stress testing, asset and derivatives modeling, economic scenario generation, and supporting various corporate initiatives. Before joining TIAA, Xiaowei worked for Transamerica since 2008, gaining deep experience in variable and fixed annuities, universal life, retirement & pension, and institutional businesses. She led the universal life valuation and modeling functions and also headed the Enterprise ALM function, which focused on holistic hedging, ALM analytics and strategies, capital management, asset and derivatives modeling, and ALM reporting across all lines of business. Prior to this, she worked as a Financial Risk Manager responsible for identifying financial risk in ALM/hedging strategies, modeling, and pricing related to annuities, retirement, and institutional businesses. Her other responsibilities at Transamerica included managing general account investments and hedging programs, liquidity management, designing and implementing variable annuity hedging strategies, reinsurance, capital initiatives, as well as statutory reporting for variable and fixed annuities. Xiaowei holds a Master of Science degree in actuarial science from the University of Iowa, a Master of Science degree in physical chemistry from Nanjing University, and a Bachelor of Science degree in chemistry from Nanjing University. Additionally, she attained the following designations: Fellow of the Society of Actuaries (FSA), Chartered Financial Analyst (CFA®) charter holder, and Member of American Academy of Actuaries (MAAA).

Mike Huff

Mike is the Chief Investment Officer of PartnerRe. He is responsible for management of all investment activities for PartnerRe’s global investment portfolio. Prior to joining PartnerRe, Mike was Head of Asset Allocation and Derivatives for TIAA’s General Account investment portfolio. Earlier in his career, he held various roles in derivatives, risk management, and portfolio management at Genworth Financial and Principal Financial Group. Milla Tonkonogy

Milla Tonkonogy is the Chief Investment Officer for General Insurance North America at AIG, a global multinational insurance corporation. Milla joined AIG in 2014 and is responsible for allocation strategies and manager oversight for ~$60B of fixed income, alternative and equity investments for the AIG Property and Casualty insurance companies located in the US, Bermuda and Canada. Milla is an officer and the Deputy CIO of several GI US insurance companies and sits on several investment committees at AIG. Prior to joining AIG, Milla was responsible for global asset strategies and manager oversight for a ~$6B portfolio of fixed income investments for American Express and was part of the core team responsible for developing the Federal Reserve macroeconomic stress testing program for the investment portfolio. Milla began her career in consulting and holds a BA in Economics from The Johns Hopkins University and an MBA from Carnegie Mellon.
